The NFL, in a thinly veiled response to Rams, owner Stan Kroenke, recently informed teams that the league will make decisions regarding relocation, not an individual owner, according to a memo obtained by the Los Angeles Times.

The memo reads in part:
The special committee, formally known as the Committee of Los Angeles Opportunities, includes owners Clark Hunt (Chiefs), Robert Kraft (Patriots), John Mara (Giants), Bob McNair (Texans), Jerry Richardson (Panthers) and Art Rooney II (Steelers).

The league’s action comes about a month after a development group that includes a company controlled by Kroenke announced plans to build an 80,000-seat stadium in Inglewood, Calif., at site of the now-closed Hollywood Park racetrack. The stadium could pave the way for the NFL to return to the LA area some two decades after the Rams and Raiders left following the 1994 season.
The Rams, Raiders and Chargers are among the teams that have considered a move from their current locations.
