The league’s Department of Player Safety explained the ruling via Twitter on Monday.

Burrows received the penalty at 18:35 of the third period for scrapping with Flames defenseman Kris Russell. He was assessed a fighting major and a game misconduct in addition to boarding and instigator minors.
Burrows, 34, scored 33 points (18 goals, 15 assists) in 70 games during the regular season. He has added two assists in the first three games of the series.
Calgary will host Vancouver for Game 4 on Tuesday at 10 p.m. ET. The Flames took a 2-1 lead in the series with a 4-2 win Sunday.
