But should Moore have been allowed to re-enter the game after just one play?

The NFL announced Monday it will review relevant documents, video, and interview the involved parties to determine whether the league’s concussion protocol was followed properly following the hit. The NFLPA also said it is looking into the matter.
Dupree destroyed Moore with a helmet hit to the chin that kept the signal caller on the ground for several minutes before he was helped off the field. Moore appeared to grab his back in pain but insisted he did not lose consciousness.

The league’s announcement notes that initiation of the review doesn’t mean the league has drawn conclusions as to whether the protocol was followed.
Should the Dolphins be found guilty of not following concussion protocol, it could result in a fine of up to $150,000 for a first-time offense. Fines are set to a minimum of $100,000 for subsequent violations and could also require a loss of draft picks, should it be determined that a club’s medical team failed to follow the protocol due to competitive considerations.
